I'd personally try:
Expertise 14 - 11+3 (sup exp rune)
Marksmanship - 16 - 12+4 (sup rune, mask)
Beastmastery - 11
And then equip:
Distracting Shot
Debilitating Shot
Concussion Shot
Pin Down
Savage Shot
Hunter's Shot
Tiger's Fury
Echo or Oath Shot

Completely naked, you can have 11/10/10 with 1 extra point. That build suggests 12/11/11? Also, running 2 non-vigor sup runes is asking for death.
Personally, I think the best interupt ranger is one who uses a pet:
16 (12+4)Beast Mastery
9 (8+1) Expertise (if you cant get to 13, theres no point in going beyond 9)
12 (10+2) Marksmanship
Charm Animal
Comfort Animal
Call of Haste
Disrupting Lunge
Ferocious Strike {E}
Debilitating Shot
Distracting Shot
Resurrection Signet
Interupts like crazy with disrupting/distracting. With 16 BM, that pet is gosh dang evil.

If you want to build a ranger with choking gas, use practiced stance; that lets you keep choking gas up indefinitely.
I actually think pet interrupt rangers should run 10+1+3 exp, 11+1 beast, 10+1 marks (note that Neo-LD's build is either wearing two hats or else using a sup and a major, which sucks). Even with Ferocious Strike and a zealous bow, 9 expertise can mean energy problems, especially if you spam stuff like debilitating and savage shot.

Only because it costs 1 more energy? Maybe thats a big deal to a regular ranger, but to this guy, thats nothing. Ferocious Strike makes it so he cant spend his energy fast enough.

nothing wrong with 2 superiors on a ranger, if u bring sup vigor.. in fact I'd look down on a ranger that did not use 2 for many builds
some this does not apply though

Brain fart? If you want to use oath shot for the instant recharge, you can easily sub in serpent's quickness and make punishing shot spammable.
